Best plan for Creating Multiple wordpress websites / blogs

  I would like to create three different websites using wordpress but would like the ability to customize the css, fonts styles etc Can i use a seo pack / plugin in the free addition as well?

  If i buy a from wordpress.com a premium version for $99 or business plan for $299 will that allow me to have full control on all websites i create in wordpress or do I need to pay the $299 x3?

  Also if I noticed if i go to wordpress.org and download and install it on my own server will i be able to get add as many websites as i like without paying the premium version for $99 or business plan for $299?

  No. There is no FTP access and no blogger installed plugin capability. Read: http://en.support.wordpress.com/ftp-access/

  With the exception of the Guided Transfer, all upgrades are per year and per blog. http://en.support.wordpress.com/upgrades/
