Best Plan for me?

Please assist, I am trying to understand the different pricing options, maybe you can advise.
I have a WordPress site, I would like to manage and host at a .com domain. I need a plan that is not complex, but offers the basics, allowing me to host my site, make updates when needed and receive emails at a designated address.
Security is one concern, I need it to be safe from hackers, but also to have site visitors know they are safe and not at risk being on my site. I do not require people to make purchases or log in on my site, it is purely an informative site.
Focus is on affordability, while I know there are many sign up perks such as initial discounted rates, if I am going to have the site for a few years, I need to know the real fees once the initial perks are over the account renews a year in.
Please advise on pricing and plan I would require?

If you don’t need a custom domain a free plan would be fine. If you have a domain you wish to transfer how about a Personal plan? https://wordpress.com/pricing/

Don’t know if it’s the correct place to post.
I’m trying to choose the right plan. I need a custom domain and a custom DB. The user can be able to search/edit the DB. Maybe in a few months I’ll need also an eCommerce but not for now.
I need registration, a Forum and a newsletter.
