Best pricing option

Hey!
I’m developing a website for a university society. It needs to be relatively simple (some information, photos, documents, event calendar etc.) but also look fairly professional/corporate, which is why I am planning on using WordPress.
I’m not fully sure what subscription plan to use. I know what domain I would like to use.
Firstly, considering the premium payment plan of £7 per month, which includes a free domain for one year, would that monthly price be reduced if I already own a domain (say from Google Domains)? What would the process be for either hosting and registering the domain all on WordPress vs buying a domain from Google and then hosting on WordPress?
Secondly, I am not sure if the personal plan or the premium plan is better. Is it more advisable to get the personal first and then upgrade to premium if personal is not enough, or can I downgrade from premium to personal if I feel like premium is overkill for my use? Will the price I pay be adjusted inline with what plan I switch to?
Thirdly, I may not be responsible for maintaining the website next year. If next year the society’s committee decides that they don’t want to pay for WordPress and ask me to cancel the plan after this year, I’m assuming that the domain, if bought from WordPress, will revert from abc.com to abc.wordpress.com. However, if I bought the domain from Google and it is valid for say 5 years, will next year’s committee be able to keep hosting the website as it is, for free on WordPress (while still paying Google for the domain)? Even if I used premium themes when building it this year?
Apologies for the long and wordy questions, any help/answers will be appreciated!
Thanks

Hey there! Thanks for your patience :)
Funny you should mention that! If your domains are with Google right now, you can transfer them for free during a promotion we’re running, even if you don’t host your site here. Transferring adds a year to the registration, so it’s a good deal. OR, we do include a free transfer with any annual plan purchase.
If you have a domain through another provider, you could transfer it or simply connect it to our services. We have some info on the differences between those options here. Most people like to have their billing in one place, but new domains can’t always be transferred right away.
You can have a price adjustment if you buy Personal first, then upgrade to Premium later. I don’t believe we have a price adjustment for downgrading, though, plus it can be a suboptimal experience to lose access to features you’re used to.
Generally speaking: Premium is an excellent balance of simplicity and customizability, but if you don’t need a lot of style customizations, Personal could be just fine for you. Either plan is an excellent deal considering other CMS systems or even self-hosting your own copy of WordPress, because we include hosting as well as spam protection, support, etc.
If you cancel the plan or allow it to expire, the domain (so long as it’s active through whatever registrar you are using) can still redirect to the free WordPress.com address. Just note the site would get ads again, and any paid-for customizations would be lost.
Also: if/when someone else takes over the site, let us know; we can help you change ownership.
Does that help? Thanks again for your patience on this reply! We’re happy to answer any other questions you might have.
