best way to create new site for existing domain

    Hello, we are considering switching an existing Joomla site to a wordpress site via the wordpress Business plan. I would like to create a new site from scratch on wordpress and then just point the existing go daddy domain to WordPress once ready (instead of migrate existing site)… is there a way to create a new site not tied to a domain (or create a temporary domain and then switch after completed to the domain we wish to bring over)?
