Best way to have custom header and background

Thank you! That link is full of great info, I bookmarked it. I love videos, as Im pretty new at this.
Dreamweaver, yes, that learning curve is a bit much for me, so I have not done much with it lately.
I am lazy and prefer to code by hand, tho CSS is a bit daunting. I have a friend who is walking me thru some stuff, and helping me with some new and fancier photo pages.But I do love WP, and Im in a class at the moment. Its so much fun, I really dont care if its not an actual site that we can FTP our stuff to, as Ive got over 100 pages on my real sites, though they are pretty rudimentary. They do show my pictures and I can make the text as long and pretty as I want.

Im not familiar with CEO yet, but CSS is what I need to learn more about.
And eventually I will transfer my blog to my own site and customize it.
But Im a beginner at WP, so Im not much help to you all here, but I sure am learning from the links that are included in the above posts.
Look thru the links that Timethief suggested, there is a lot of superb info in them.Yes, indeed, this is a lot of fun!
