Best way to resize photos – sketch theme

About resizing photos – I have a case here
I read that it is better to downsize by quality rather than giving a straight set pixels. I do the resize in Lightroom.
I have 2 photos here –
a.) Resize setting: quality 5%, no pixel limitation set.
The outcome is the pixel is exceed 3000+px, file size is small. Is this all good since px is remains large, file size is small for upload?
b.) Resize setting: quality 10%, pixel set to 1200px.
Currently I decide to upload the picture for group gallery, container 300 x 200px, that means 600x 400px is the minimum.
a Or b, which is better way to resize?

Also when resizing photo for slideshow ~2500px minimum, which resizing method shall I use? Only downsize the quality/ Only limit the px/ or both?

For the slideshow, currently i resized it by setting the quality into 10% only, the outcome is, px around 3000+px, all photo size below 300kb. Does it looks OK in different monitor and also mac?
