Best way to use WordPress.com to 'stage' and change themes?

Hello! I’m aware that currently, sites designed and managed with WordPress.com (not locally installed) have no ability to stage a site before going live. I have been tasked with updating the look and feel of a site from 2013 using a very old theme. I want to change it to a newer theme, but there is a lot of legacy content I don’t want to mess up or lose in the process.
What is the best way to update the site without working on a live site? If I decide to try to edit locally using staging, how can I update the site to WordPress.com and other administrators (who are not as tech savvy) can edit ad update using the built-in hosting?

Themes are just “skins” on WordPress.COM hosted blogs.
Note that switching themes https://en.support.wordpress.com/themes/#switch-themes can be easily done, provided you are logged in as Admin under the same username account that registered the site, you tohttp://NAME_OF_BLOG.wordpress.com/wp-admin/themes.php
*Replace NAME_OF_BLOG in that URL with the actual name of your blog. wp-admin/themes.php
The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.
