Hi
First, in order to edit the CSS on your WordPress.com account, you need to make sure you have the premium or business level account.
If you do, you can add custom CSS into the CSS panel in the Customize menu. When you initially add the CSS code, you’ll be able to preview it in the main window. It won’t impact your live site until you hit the save button. Check out the link below to learn more about managing your WordPress.com CSS edits, specifically the Previewing and Saving Section.

Hope this helps!

In addition to previewing your CSS in the Customizer’s preview panel (thanks for that suggestion Melinda!) without saving it, you can also use a browser inspector. The inspector is one of the most important tools for working with CSS and you can learn more about how to use one here:
http://en.support.wordpress.com/custom-design/how-to-find-your-themes-css/
https://thewc.co/articles/view/web-inspector-tutorial
You can add your custom CSS in the inspector before even putting it in your custom CSS editor.
Just let me know if you need further help with it!

Thanks @kathrynwp! I looked for a inspector tutorial to share, but missed the one in the support docs. I’ll save those links for later!
