Bilingual blog

I’m in Canada, and I’m building a website for a conference which is going to be held in both English and French. I chose wordpress as my CMS because it’s fairly easy for me to customize and the other people organizing the conference to edit. Ideally, I would like to put a differentiation page as the index of my site, where users would have to choose between English and French and then never see any content not in their native language.

I know I could do this by having two wordpress installations, but as far as I know that requires to databases, and I’m not sure whether my parent organization will grant me two databases. Are there any alternate solutions to this problem?
