Bilingual menu

I need help creating a bilingual site. I have looked at
And saw the example website: http://arboretumpouyouleix.com/
which is exactly what I need but can’t figure out how they did it.
Any help would be greatly appreciated.

You can set only one interface languages at > Dashboard > Settings > General.
We do not have FTP access and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/

That blogger created duplicate pages in two different languages and added them into their custom menu.

Thank you! I will look at these options.
I really like how the example website has both languages as buttons and when you click on each one the menu changes.
That’s what I am trying to figure out. Will continue experimenting.
