There are a few different ways you can set up a bilingual site:
How do I create the button to switch between site? for this option of having a bilingual site??
3) You can have two completely separate sites. In this case, you can sign up for two WordPress.com sites and have one for each language. You can set up the sites so they look the same and still link between the sites if you want — that way visitors can still switch back and forth between languages easily but you can keep the content in each language separate.

Automatic translation is not available to WordPress.com blogs. We bloggers do not have FTP access to blogs hosted by WordPress.COM and we bloggers cannot install any plugins, we cannot use Microsoft or Google translation widgets or any others, as they are JavaScript and it’s stripped out to preserve security on this multiuser blogging platform. http://en.support.wordpress.com/code/
