Billed twice for domain transfer

  Hi,

  I had initiated a domain transfer back in February 2025 but it never completed but was billed $13 for it

  I was able to initiate the domain transfer today (April 2025) but now I’ve been billed a second time. How can I get refunded for the first $13 charge?
