Billed year?

Good Morning, I am new to WordPress and I was told that if I got my domain with GoDaddy (witch I did) and come to you guys to combine them together and finish building my website with WordPress but I would billed yearly $13. Did it charge since then or did we miss a step? Please share some information on the steps that we missed or the new updates so I can finish building my business website.

To use any existing custom domain on any wordpress.COM hosted site requires an upgraded plan that provides for mapping an existing domain.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. It can take up to 72 hours for domain propagation to take place throughout the internet but it doesn’t usually take that long. https://en.support.wordpress.com/domains/There are 3 ways to add a custom domain to your blog. WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade. The WordPress.COM upgrade for mapping a domain must be renewed annually.
WordPress.com does not provide an email service for blogs on their sub domains or on custom domains. Please see these support docs

We are billed annually and we must pay for all upgrades in full at the time of purchase after selecting a plan.
Each upgrade bundle applies to a single blog only and is for a single year only when it is due to be renewed. (The only exceptions are one time upgrades for premium themes and guided transfers.)

So I bought my domain through GoDaddy, and I want to map it to my WordPress account. I currently am signed up for the “Free” account, but am being told I need to purchase the $99 Premium Plan in order to map it. However, I have a friend who used the Free subscription and mapped her web address bought from GoDaddy to WP for only $13/year. She did this for several websites. Is this option still available and if so, how do I do that?

Domain mapping as a single upgrade is no longer available. In order to map a domain you own to your WordPressdotcom now requires an upgrade plan. https://wordpress.com/pricing/
If you wish to purchase the Personal plan, add that to your cart first before trying to map your domain.

Yes, all plans include either registering a new domain or mapping an existing one. timethief also mentioned this in her reply to you
