  I took over this site and I need to have the billing sent to me directly?

  You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog to access the blog’s dashboard, upgrades and billing history.

  Upgrades are found at > Dashboard > Store > My Upgrades
  Billing History is found at > Dashboard > Store > Billing History
  That is where you print out your own receipts.
