How do I switch the person responsible for billing?

Hi!
WordPress.com has only 4 user roles, which are Admin, Editor, Author and Contributor. There is no specific role for billing management in particular.
As mentioned on this section https://en.support.wordpress.com/user-roles/#administrator, only the primary admin (the one who owns the site) will be able to manage the payments/upgrades.

If you want to transfer ownership to someone else so that they can take over billing, you can follow our support guide here:

Thank you both. It seems the only option I have when I hover over my blog is to leave it. A friend set it up for me and paid the annual fee. Does this mean that she’s the one who has to turn the ownership over to me? Or is there a way to do it from my side?

If you wish to manage the ownership of that site, including billing, you can ask them to transfer this site to you. The transfer instructions are mentioned below.
Visit My Blogs page and click on Transfer blog button next to the blog you want to transfer.
Enter the username or email ID of the WordPress.com user you want to transfer this site to.
