We had a custom domain that we can’t access anymore and we think it’s because of a billing issue. Not sure if we restart our plan that we will have access to it again.

Of what domain/site are you speaking? The account you’re using to post here is only three months old and has never owned any domains or plans on WordPress.com.
I can see you have bought a domain transfer for the domain, georgiaglassandmetal.com, but that was only bought yesterday, after you created this forum thread. The transfer will take about a week to complete before you’ll be able to make any further changes to that domain on our end.
