I was charged $74.00 but no such charges show up on my WordPress account. How do I get this corrected/refunded.

You can check that charge at https://wpchrg.wordpress.com/. You can use the contact form on that page to contact the Billing Team regarding a refund.

I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

I don’t have a second account nor have I ever had a second account. This is the core of the issue.

We have absolutely no history of purchases, transactions, or billing activity of any kind under the account you’re currently logged into since 2015.
