  I haven’t updated my blog since 2017. Is there an annual fee to host this blog? If so, who has been paying for it??

  https://imaginartmarion.wordpress.com/ is a free site without any upgrades on it, so there is no reason we would take it offline. If you wish you are welcome to leave your site as is (as an archive of sorts) or you can start using it again.
