We provide support on these forums only for those who have issues pertaining to free hosted WordPress.COM blogs. You have no blog linked to your username and failed to provide a blog URL when posting this thread.
If you do not have Store on your Dashboard that could be because:
(1) you are not referring to charges for upgrades for a free hosted WordPress>COM blog;
(2) or you are referring to charges for upgrades for a free hosted WordPress>COM blog but you are not logged in under the exact same username account that registered the
free hosted WordPress>COM blog and purchased upgrades for it.
