Bing SEO problem

My site has two <title> tags. and also has two <h1> tags, which is causing it to not appear in Bing Search Results even after following all the Bing SEO procedures, as tghese are ‘High Severity’ Violations
It appears the Header violation is from the menu, here are the two conflicts:

<h1 class=’menu-toggle’><span class=’screen-reader-text’>Menu</span></h1>And it appears the Title violation is from a blank Title, and your perhaps your footer?:

<title id=’title’>Create a website or blog at WordPress.com</title>It also says my page title is too long or too short, But your site doesnt tell me how many characters it should be.
When I search my site on Bing, nothing appears at all, even when searching the exact address
It’s been like that for over 2 months. Can you please help?

Bing actually says keep the site title between 5-100 characters, it’s at 15 characters, but still throws the “High Severity”error

There are also “! Redirects detected for the current URL”, when using http:// rather than https://
Nothing in the description says that the site needs to be entered as https, instead of the defaulted http, when adding sitemaps and webages to the various Search Engine’s Admin page
