Black Bar at the top with the links to the Dashboard has vanished

The top black bar that appears at the top of my various WordPress.com sites has vanished.
It DOES appear here: http://www.quirkynomads.com
But is NOT here: http://www.tyrtle.com, http://www.queenandcrone.com
The “edit” link is not on either Tyrtle or Queen And Crone.
Any ideas? Thanks so much.

I can see the Ad,in bar on both sites.
In order to help you we need to know your specific computing environment details. Please work through what follows and report back.
1. If you are not running one of the browsers and versions listed at http://browsehappy.com/ please try upgrading or switching first.
