Black bar on top of page is gone at my pc but visible at my laptop

    The black bar on top of the forum and on top of my blog is not visible at my pc, while it is visible at my laptop. It prevents me from checking an artilcle before posting.
    How can I get it back at my PC. I am using the confit theme.
    For your information, the .mlbblogs.com is powered by wordpress, so it is not something completely else.
    Please help.
