Blank avatars for comments

I would like to hide the avatars of the commenters on my blog, but there is no ‘Avatars’ section under my Discussion Settings.
According to this thread (https://wordpress.com/forums/topic/i-dont-find-on-the-new-dashboard-how-to-set-avatar-format-in-comments/), I need to toggle “Show advanced dashboard pages” under “Dashboard appearance” on my account page: https://wordpress.com/me/account
Well, “Dashboard appearance” does not appear as on option on my account page!
Are these option settings unavailable for free accounts?

The settings are available on all plans it’s just that the interface has changed since the thread you linked to and there is no longer that ‘dashboard appearance” setting on my account page.
Instead, you have to toggle the screen options tab in the top right corner as illustrated on this guide: https://wordpress.com/support/dashboard/
Choose the Classic view and then you will be able to disable the avatars under the discussion settings.
