Hi there, it looks like you’ve deleted your above site. If that wasn’t what you intended, you have 30 days to recover it by replying to the email you received from WordPress.com after deletion, or by replying to this thread.
About your question, it is not possible to start a WordPress.com site without a theme being activated. You can change your site’s theme via your dashboard’s Appearance>Theme. If you are looking to create your own design, you can start with one of the themes that use the Site Editor and change the layout of the theme’s templates.
