  Block it from looking at your blog? No. Not on wordpress.com. Block it from making comments? Yes. http://en.support.wordpress.com/ip-addresses/ But keep in mind that IP addresses are dynamic and keep changing and those serious about stalking or harassing others do know this and do know how to circumvent it.
