  Text color can be changed in the most blocks’ settings: https://en.support.wordpress.com/wordpress-editor/#configuring-a-block

  For example, in the default Paragraph Block: https://en.support.wordpress.com/wordpress-editor/blocks/paragraph-block/#color-settings
