Potential workaround: Change visibility settings using the customizer instead of widgets.php
Just one clarification: in my case the Widget Group block visibility setting was originally set in the Customizer, not in widgets.php. Regardless of this, that setting kept flipping back to Show rather than Hide. Thanks again.

Hello folks, I noted that the Github issue https://github.com/Automattic/wp-calypso/issues/57339 has been closed, but I am still running into this issue of Block Widget visibility settings changing to something else when I save other, unrelated changes in the Customizer.
In this case it is the Gallery block I added to the footer on ablogdemo.
I screenshot the settings before and after to make sure I wasn’t hallucinating. You can see them here (temp screenshots)

Thanks Jerry. I’m doing more testing on ablogdemo after I cleared out all the existing widgets, including all the inactive ones. I had a large number of Legacy widgets there. Will post back here and let you know what I find.

Thanks again, Jerry. Just noting that the github thread still shows closed and that clearing out all the active/inactive widgets on my test site did not have any impact on the test results.
One thing I noticed in your screencast (thank you!) is that after the widget’s Visibility rule flipped to
Showand you changed it back toHidethere was no change in state of the Save Changes button. It didn’t become active. (at 0:45 sec) You moved your cursor to the top as if you expected to click the Save Changes button, but saw it wasn’t active and so you changed something else in the Visibility rule before the button became active and then you clicked it.The issue (whatever it is) seems to affect only Block Widgets whose Visibility rule is set to
Hide. And this only seems to reflect how it appears in the Customizer>Widgets; it does not carry over to the site itself. (May need more testing.)Block Widgets set to
Showand Legacy Widgets (with either Hide or Show) appear unaffected.Here are my test results; sorry this is so long, even though it’s the short version.

Setup: using Dalston (Varia child theme); Front Page set to Posts Page (recent posts); WP Admin dashboard; Firefox 94.0.1 (64-bit) on Win10Pro PCAll widget activity took place in the Customizer (not WP Admin Widgets dashboard):
- Opened Appearance>Customizer>Widgets, added a Block widget. (Recent Comments)
- Opened Show More Settings>Advanced and added Visibility Rule to HIDE if Page is Page.
- Clicked “Save Changes” button
Front Page (Recent Posts), widget appears
Single Post, widget appears
Contact Page, widget does not appear- Opened Appearance>Customizer>Widgets (received possibly unrelated error message:”Error loading block; invalid parameter(s):attributes”)
- Opened Show More Settings>Advanced and now Visibility rule shows SHOW if Page is Page
However, there’s no change in widget visibility on the site itself. Widgets continue to behave as though the Visibility rule is HIDE.
If I can provide any more info, let me know.
