Blocked from purchasing domain

  I got the message after trying to transfer one of my sites from Blogger to WordPress?
  I’d like to know which Terms of service I’ve violated.

  ‘This blog has been archived or suspended in accordance with our Terms of Service.
  For more information and to contact us please read the message in your dashboard.’

  Then I tried to add a new blog and got this message:
  ‘You’re blocked from purchasing domains on WordPress.com. Please contact our support to find out why.’

  How can this be resolved.

  WP.com: Yes
  Correct account: Yes

  The blog I need help with is: (visible only to moderators and staff)
