I am trying to upgrade my domain. But it is blocked. Please advise how I unblock the purchase function.

Our Billing Support team handles inquiries about this. You can reach out to them for assistance with this using the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.” They’ll get back to you from there.

And there is NO link to unblock or communicate with ANYONE?Please advise an email or phone number or another means of commination as the link as suggested does NOT WORK.
