Blocking a Negative person

To whom it concerns, I understand completely this is a public site and hate to bring drama into it, but I was wondering if there was a way to block a person who was posting negative items upon your posts. I have marked the comments as spam but they keep trying to comment. Thank you kindly.

This needs attention immediately. Too many people use WordPress’s commenting app as a means to harass others.

I understand and thats why I asked. Im new to the website and am strictly using it to keep my family members whom are out of state to update them, especially now that I have joined the military. I have the “simple” blog version and do not know how to work the website other than to make a post and follow others of related topics.
