Is there a way to stop just one person looking at your blog? If so can someone help me do so

With the nature of WordPress being public anyone can look at your blog. However, if you are concerned about privacy you can set your blog to private or make your posts password protected/private:
Making Page Private:

https://en.support.wordpress.com/post-visibility/If you make it private you can control who visits and views the site by inviting them.

Note: If you do file a Terms of Service complaint, the staff works in the order of requests received. You will need to be patient as you wait to hear back from them as they investigate. -
Is there any way just to stop one person from being able to access it? I don’t want to make my account private as it means people that don’t follow me can’t view my posts and you are less likely to get follows because of this

No, with WordPress.com there is no way to block one person from being able to view your site. With WordPress.com anything you put on it is publicly available for people to visit and look at.
If you want the ability to block people you may need to look into a WordPress.org solution as that software includes features to block people based on their IP. I’ve included a super helpful guide that explains the differences between WordPress.com and WordPress.org
