Blocking Users?

Hey, i want to know how to block only the users I choose and not all the blog. can someone tell me?

(1) You cannot effectively “block” only the users you choose. Blacklisting an IP only means that the person will use another computer. Therefore, it’s not recommended.
(2) You can moderate your comments and mark their comments as spam. After you have repeatedly done so Akismet will recognize them in advance as spam for you.
To moderate comments -> Options -> Discussion
E-mail me whenever:
* Anyone posts a comment
* A comment is held for moderation
Before a comment appears:
* An administrator must always approve the comment
Complete the fields and click “Update options” to save.(3) You can make your blog private and visible only to those people that you choose to view it. -> Options -> Privacy

___I would like my blog to appear in search engines like Google and Sphere, and in public listings around WordPress.com.
___I would like to block search engines, but allow normal visitors
___I would like my blog to be visible only to users I choose
Once you have made your choice don’t forget to click “Update Options” to save. -
You can also go to Dashboard > Options > Discussion
And under ‘Comment Moderation’, list their IP number. Two people I listed also their usernames and email addresses just in case they came back with new IP numbers. Then click ‘Update Options’.
