Blocks- New line, indented

  I’m having trouble creating a table of contents in blocks with appropriate spacing and indents. I do not want bullets. I want no space between heading and item.
  In a word processor, I am used to typing a line, hitting enter for the next line, and indenting that line. In Blocks, hitting enter creates a new paragraph with a big space between. If I hit shift + enter, I cannot indent just the second line- both lines become indented. Is there a solution I’m not seeing?
