  Am I able to create a blog where visitors can also write and post their own blogs to the site? If so, how do I do this?

  This is possible using a plugin that allows user-generated content on a site, but to use any plugins on WordPress.com you need to be on our Business Plan:

  Otherwise only someone you specifically invite to your site first as an Author will be able to post:
