  i want to create a blog and its not giving me the options . i have already deleted one acoutnt to start over but it wont let me use the email adress

  Could you please elaborate on the options you are unable to see?

  However, here are the steps to add a new site to an existing account: https://wordpress.com/support/create-a-blog/#adding-a-new-site-or-blog-to-an-existing-account

  I see you have deleted earthpowerdotblog.wordpress.com, so I just wanted to let you know that you shouldn’t delete a site, but rather empty it to start over.

  You can create N numbers of sites under one email address/Account.
