Deleting a WordPress.com site permanently removes it and you’ll never be able to re-use its WordPress.com address (such as yourgroovysite.wordpress.com) as mentioned in this page.
As mentioned on this post though, deleted WordPress.com site addresses may become available if they present no username or other technical conflicts. Your best shot would be trying registering on this page. If it works, you are good to go. Else, there’s nothing much that can be done.

We allow users to permanently delete their sites if they want to, but it’s always sad when someone deletes a site they really did want.
