  A blog is a website. The only difference between a blog and a traditional website is that a blog shows a posts feed on the front page, while a traditional site shows a static front page. Any site on WordPress.com can be configured as a blog, a traditional website, or even a hybrid of the two, and you can change this whenever you want.

  You can create as many sites as you want in your account, and all the sites will be associated with the same email address.
