  I opened a WordPress acct to create a blog. I don’t want a web site. But it appears all setup instructions are for creating a web site. Am I missing something?

  It’s just terminology really. You can set up your site to be a blog simply by creating posts for people to read. Or someone may not want posts and have their site show a number of pages reached via a menu.
