Is it possible to Change a .wordpress site to .blog

Yes, it’s possible. To replace WordPress.com from your site’s extension, you need one of the paid plans because a free plan doesn’t let you use a custom domain.
https://wordpress.com/pricing/You can buy a plan; each plan comes with a free domain credit, which can be used to register your “.blog” domain.

Just to add to what @ravichahar has said, if you’re referring to the free .blog subdomains, then it isn’t possible to change the address of an existing WordPress.com site to one of those mentioned in the list in that link for free. Those subdomains are only offered for new blogs currently.

That is not possible, no.
If you want one of the new .blog addresses, you’ll have to create a new site at the address you want – you can see how to get a .blog address in the new site process here: https://en.blog.wordpress.com/2018/11/28/announcing-free-dotblog-subdomains/ – and then you’ll need to migrate your content from your existing site to the new site using our export/import tools.
Once you’ve moved your content we can also move your followers and stats for you, though you should be aware that any Likes you’ve received at your current site will not be moved as well.
Those subdomains are only offered for new blogs currently.
Just a small clarification – you can change the address of an existing site on a .blog subdomain to another address on the same .blog, but you can’t change it to a different .blog either.
So you can change example.tech.blog to example1.tech.blog, or to example.wordpress.com. But you cannot change example.tech.blog to example.art.blog, for example. And a *.wordpress.com address can only be changed to another *.wordpress.com address.
