Blog Domain needs to be deleted by second party

I work for an association of accounting firms and I handle communication compliance issues for our association with regard to our member firms. One of our member firms currently has a wordpress blog domain that uses outdated material and they need to delete the blog. However, they do not know how to do so and the staff member that created the blog domain no longer is with their company.
How can I, a second party representing the association whose brand/name is being used incorrectly on the blog, have this blog domain deleted? It is my job to make sure that all materials that use our brand/name, do so in a manner that is within our association’s policy. Since this is an issue with our association’s communication standards and improper use of our association’s brand/name, and since no entity is permitted to authorize unapproved use of our brand or legacy brands, I need to have this domain and blog deleted from your website.

Every WordPress.COM blog has a sole owner and it is the person with the WordPress.COM username account who registered the blog under that username account and associated email address. That blog owner is the only person who can log in and transfer the blog and/or any upgrades to another username account. Thus it’s up to you to contact them so they can proceed as follows below.
You must be logged in as Admin http://en.support.wordpress.com/user-roles/#administrator under the exact same username account that registered the blog and purchased upgrades to renew them or transfer the blogs and the upgrades to another username account.
To transfer a blog from one username account A to another username account B you must first log in under the username account A that owns the blog you want to transfer to the other username account.
Then you add the other username account B as an Admin of the blog.
