  What block(s) do use to enable fir others to post comments, causing emails with a link to all posters?

  to enable fir others to post comments

  You can enable them in the Discussion settings. You may also need to go to My Site > Site > Posts, find old posts, open the Document Settings (the cog/gear symbol in the top right-hand corner) and under Discussion, click ‘allow comments’.

  causing emails with a link to all posters?

  Do you mind clarifying what you mean by this? Do you want people to be able to have email notifications of new comments? There is a box they can tick when they go to post a comment whch will let them do this.
