It says in my dashboard that I would be notified if a blog links to mine, but I know this has happened but I haven’t received notifcation. Why is that, and what can I do so I do receive notification?

You can be notified if someone pings your blog, but not if someone puts your blog-link into a blog-roll in their sidebar. Pings happen when an article or post on someone’s blog links to an article in your blog.

And the Incoming Links list comes from Google Blogsearch, so if Google doesn’t consider the site in question a blog, but rather a static website, you may never be notified. Always double-check with Technorati.com for incoming links.
