Blog members not listed in wp-admin/user.php page

Hello,
I have a private blog and I have some issues with the handling of users.
I invited familly members to join the blog and some are simple viewers and others are authors.
I can see that they are members in the privacy page (wp-admin/options-privacy.php)However, I assume that the page wp-admin/user.php would be to see the same list (all users) as well as check and change their status (viewer to author for instance) but in that page I only have the list of the 2 administrators of the blog (me and the other administrator)
Moreover if i look in the invite page (wp-admin/users.php?page=wpcom-invite-users) most of members who joined are still pending to accept my invitation.
Is this normal ? Did I misunderstood the purpose of the “all users” (wp-admin/user.php) page ?

Viewers are not actually considered users and are only listed at Settings -> Privacy.
If you want to bump them up to a higher level, you’ll need to re-invite them as a Contributor or higher.
