Blog name

I would like to name my blog with a name that’s already taken, but the blog, which is using it, seems inactive. Is it possible somehow that I could get the name I wish?
It would be ‘Hard Power’ as for http://en.wikipedia.org/wiki/Hard_power
There’s some CS 1.6 blog with that name, but as I’ve said – inactive

Unfortunately once a name for a website has been created through wordpress, it can not be created into a new blog by another user.
Even if the user were contacted and the blog deleted, blog names and URLs are not recycled.
However, if you were able to get in contact with this user, they could transfer it to you. Try contacting them through their comment section or through a contact form. This way you can get the blog name that you desire and if they are no longer using their blog it helps relieve them of it.

And just a reminder- WordPress can not contact the blog owner for you, nor can they provide you with their contact information. -
Are you referring to a WordPress.com. You can title your blog with a title used elsewhere, currently or previously. If you are referring to the part of the website address before WordPress.com:
- “Hard Power” can’t be used, because spaces aren’t allowed.
- “Hard_Power” is unacceptable because “only lowercase letters (a-z) and numbers are allowed.”

You can use any NAME you want. You cannot use any URL you want. The name is set under Title on the settings->general page.
