The blog appears to be there, no? Or you mean content within the blog was deleted. in that case i doubt anything can be done unless there’s some form of back up.

There is no recycling of deleted blog URLS here at wordpress.com.

Or you can purchase a domain name via a domain mapping upgrade as in that case it will not matter what the underlying .wordpress.com address is.
