Blog Name availability

How come once a blog has been deleted the name is no longer available? I’m trying to build a site for a friend and the name he chose says its not available so I went to the site and it says its no longer available the author deleted the site. So why doesn’t the name become available after some one deletes their blog?

Site deletions are permanent. No exceptions are made.
Your friend can register another .wordpress.com blog here http://en.support.wordpress.com/register-a-blog/
Then if they wish to they can register a domain via a domain mapping upgrade because it does not matter what the underlying .wordpress.com address is when you are domain mapping.
