Blog name – how do I change it??

I’m not happy with the name of my Blog and want to change it – can anyone tell me how?
Also, the Post that says Welcome to my Blog is not where it should be, rather, it is right at the bottom when you scroll down past all the more recent blogs. Is there a way of moving it to the top so it stays there when visitors open the Blog?I’d be very grateful for help,

To change your blog name you go to settings > general > Blog Title
As for the blog post you’ll need to use the sticky post option. http://en.support.wordpress.com/posts/post-visibility/#sticky-posts
