Blog name taken, not used

Someone else has an important blog name – they have left it a blank slate since Feb. 2007.
Is there some way I can take over that name? Possibly contact the owner and ask for it,
or ask WordPress to re-release it.It seems unfair that a powerful and much sought after name would be just sitting there unused.
Any suggestions?The blog I need help with is: (visible only to logged in users)

Once a blog is created, it stays that way until the blog owner deletes it, and after it is deleted, it stays that way.
Try leaving a comment on the blog to see if they will respond to you and perhaps agree to let you have it. If that does not work, you can try contacting staff to see if they will forward a message to the blog owner for you. If both of those fail, then you are out of luck.

if you are talking about yourdomain.wordpress.com then why not buy yourdomain.com and pay wordpress about $10/year to divert yourdomain.wordpress.com to blog.yourdomain.com.
I think that will actually be a more professional way of ending up with what you want than what you are trying to do. And easier/less time consuming as well
