Blog Page Isn’t Showing All Posts, Duplicating Some, & pagination is broken

My Blog Page has 9 rows of 4 posts, then 4 rows of 6 posts. In the rows of 6, some of the posts are repeated. The pagination doesn’t work either. I have over 230 blog posts and I just want one copy of each to show in rows of 5, 10 rows per page.
