Hello there!
Password-protected.1.7.2 is a WordPress plugin.
Third party plugins cannot be installed on WordPress.com sites. This is a security risk as we cannot vet all outside code and it puts our users, their sites, and our servers at risk.
Plugins are only usable on self-hosted WordPress.org sites.
I know the difference between .com and .org can get confusing, so here’s a breakdown of the benefits of each:
http://en.support.wordpress.com/com-vs-org/Sometimes, even without the installation of a plugin, we can help you gain the function you’d like here at WordPress.com. If you’re interested in setting up a password so only select folks can access your site, you can change your site’s privacy settings. Instructions to do that are here:
http://en.support.wordpress.com/settings/privacy-settings/
Please let me know if you have any other questions! Cheers.

Please confirm that you’re referring to this site:
http://churchingr.wordpress.com/If so, you need to complete your site’s setup, before choosing privacy settings. You can do that here:
https://churchingr.wordpress.com/wp-admin/#setup/step/select-theme
Once you’re done, you’ll go to your site’s Dashboard and click: Settings → Reading, and select “I would like my site to be private, visible only to myself and users I choose” as your Site Visibility. Then save your changes.
Thank you very much.

Hi again!
The only people who will be able to view your site are those who you’ve personally invited. If you want to give these members read-only access, you can invite them as Followers.
Instructions here:
http://en.support.wordpress.com/adding-users/Also, you can password-protect individual pages and posts, if you’d like even higher security:
